Project Scope

E.S. Wagner and its JV partner, Hi-Way Paving, Inc., are executing major airfield infrastructure packages for the Fourth Parallel Runway initiative, including the new Runway 1C – 19C and the new North End Around Taxiway (NEAT) system. The work involves large- scale earthwork, drainage, utilities, paving, and advanced airfield systems, all within the operational area of one of the world’s busiest international airports. These highly technical projects require close coordination with airport operations and integrate critical safety and environmental controls while maintaining uninterrupted airport operations. The new runway and associated taxiways will open in Q3 of 2027, almost twenty years since E.S. Wagner began construction on another landmark project at CLT, the Third Parallel Runway (2007 – 2010).

With the commitment of all on-site and home office personnel, ES Wagner excelled in both planning and execution of the contract and was able to complete work for this project more than four months earlier than either milestone required. With over 9.5 million cubic yards of excavation on the 500-acre site, ES Wagner utilized up to five earthwork spreads simultaneously and applied innovative techniques to move as much as 50,000 cubic yards in a single shift.”
