Challenge

Complete the final two segments of the US 73 Wilmington, Ohio Bypass, overcoming weak, saturated soils throughout the corridor, while maintaining schedule and safety requirements.

Solution

Faced with unexpectedly challenging soil conditions that were compounded by an unseasonably wet first construction season on the corridor, E.S. Wagner totally modified the planned approach to completing the project earthmoving, shifting away from the unrestricted application of the company’s most productive equipment to more versatile, low ground pressure methods. The team removed and replaced unsuitable soils with engineered embankment material, completing 73,000 CY of undercut. Finally, ESW developed and implemented an optimized traffic control plan that enabled a safe, efficient tie-in to existing SR-73 while maintaining the project schedule.

Project Scope

E.S. Wagner served as the prime contractor for two phases of the SR-73 Wilmington Bypass for ODOT District 8. The project included six miles of new four-lane highway, interchanges at US-68 and SR-22/3, 2.5 million cubic yards of total earthwork, ten bridge structures, and 43,000 square feet of mechanically stabilized earth (MSE) walls. After several years of local drought, the local weather pattern turned extremely wet, impacting the sandy, silty soils on site and forcing a total departure from ESW’s bid approach to the earthwork and grade preparation. Despite the challenging subsurface conditions, the team successfully delivered the project through ESW’s ability to pivot resources, innovative engineering solutions, proactive traffic management, and close coordination with ODOT. Completion of the bypass improved regional mobility, enhanced safety, and provided a critical transportation corridor around Wilmington.
