Challenge
Constructing a new highway corridor and interstate interchange through wetlands, former industrial dump sites, and contaminated groundwater zones, requiring extensive environmental remediation, including the removal and treatment of hundreds of thousands of tons of contaminated materials, management of hazardous and PCB waste, and treatment of millions of gallons of impacted groundwater, all while maintaining an aggressive construction schedule and coordinating multiple phases of work.
Solution
E.S. Wagner’s in-house environmental construction expertise and advanced planning allowed for the successful integration of complex environmental remediation and heavy civil construction operations, carefully sequencing the project to allow for the removal of contaminated soils, hazardous waste, and impacted groundwater while advancing roadway, bridge, and interchange construction in parallel and without delay caused by waste collection, testing, and classification. Once complete with the work, ESW’s staff often provided recommendations to ODOT on subsequent projects that involved similar remediation efforts.

Project Scope
E.S. Wagner Company completed the two-phase Greenbelt Parkway corridor project for the Ohio Department of Transportation (ODOT), creating a critical connection between Interstate 280, downtown Toledo, and the city’s north end. The first phase involved construction of 1.5 miles of four-lane divided highway and one of ODOT’s first major roadway projects incorporating large-scale environmental remediation, including the removal, stabilization, and disposal of contaminated and hazardous materials. The second phase included construction of a new I-280 interchange and three major bridge structures, along with extensive earthwork and groundwater remediation requiring on-site treatment of more than 6 million gallons of impacted water. Despite these complex environmental challenges that could have delayed the projects, E.S. Wagner delivered the corridor on schedule, providing uninterrupted regional access through northwest Ohio – and became an advisor to the Department on future projects requiring environmental remediation.
