Challenge
Constructing 11 bridges and removing 8 existing structures, including crossings over an active rail yard and a major interchange, and reconstructing the entire interstate and the primary interchange feeding downtown Toledo, while maintaining traffic through highly coordinated, multi-phase construction plan featuring 27 individual milestones, all amid pandemic related labor and material shortages.
Solution
ESW deployed extensive manpower, management, and equipment resources to support near-continuous day and night shifts, maintaining progress despite severe resource constraints and COVID-19 safety requirements. Success required more than 550,000 self-performed labor hours and detailed scheduling down to the day, enabling the team to achieve all 27 milestones over the four-year project, each carrying $1,000-per-hour liquidated damages.
Project Scope
E.S. Wagner Company completed this major highway infrastructure modernization project for the Ohio Department of Transportation (ODOT) in Toledo, Ohio. The project widened a 1.8-mile stretch of Interstate 75 and a 1.0-mile section of the Anthony Wayne Trail by reclaiming unused space between parallel lanes to add capacity. The scope included demolition and replacement of 11 bridges, removing 11.3 million pounds of structural steel and 10,400 cubic yards of concrete, installing 56,000 square feet of temporary steel sheet piling, and rebuilding 13 ramps. Despite significant supply chain and labor challenges, ESW met all major milestones and delivered the project with zero liquidated damages.
