Challenge

Construction of a full diamond interchange connecting to the heavily utilized US Route 24, including bridge substructure construction in the median and girder erection over the traveled lanes. Drastically short on embankment material, the project also required the location of cost-effective borrow material.

Solution

During the bid process, E.S. Wagner secured exclusive borrow material agreements with adjacent property owners on both sides of the interchange, allowing for cost competitive and highly efficient off-road hauls in lieu of trucking in material for embankment construction. The team also advanced the schedule on one side of the interchange, allowing for the elimination of phased pavement construction, increasing quality, and reducing cost.

Project Scope

E.S. Wagner Company completed the replacement of the at-grade intersection at U.S. 24 and County Road 17D in Henry County, Ohio, with a new diamond interchange designed to improve safety and traffic flow. The project included construction of a new bridge over U.S. 24, installation of drainage infrastructure and a retention pond, and placement of engineered embankment obtained from borrow sources adjacent to the site secured by E.S. Wagner. E.S. Wagner self-performed critical bridge construction activities, including pile driving, MSE wall construction at the bridge abutments, and erection of precast concrete beams for the new structure. Supporting improvements included roadway grading, embankment stabilization, highway lighting, asphalt paving, and concrete pavement installation. Through coordinated construction sequencing and efficient execution, the team successfully delivered a modern interchange that enhanced mobility and safety along this important transportation corridor.
