Challenge
Constructing a new landfill expansion cell and separatory liner system while overcoming challenging excavation conditions, integrating extensive liner infrastructure, and meeting the City of Toledo’s “just in time” construction schedule for state certification, so as not to interrupt service to the citizens of Toledo.
Solution
Drawing on previous project experience at this facility to overcome the expected challenging soil conditions, E.S. Wagner successfully delivered the expansion and separatory liner system through advanced planning, careful access construction, and specialized earthwork operations. Precise installation of the liner and leachate collection systems enabled seamless integration with existing infrastructure while meeting the City’s critical certification schedule.

Project Scope
E.S. Wagner Co. served as the general contractor for the City of Toledo’s construction of a new 10-acre municipal solid waste landfill cell and a 3-acre separatory liner system designed to provide additional airspace capacity. The project required excavation of approximately 515,000 cubic yards of material to depths approaching 50 feet in challenging soil conditions inherent to the Hoffman Road Landfill site. To prepare the new cell, crews placed 53,000 cubic yards of recompacted clay liner and installed more than 550,000 square feet of 60-mil HDPE geomembrane, tying the system into 1,900 linear feet of existing landfill liner. The leachate collection system included two collection sumps, 420 linear feet of 24-inch leachate removal risers, 950 linear feet of 6-inch collection piping, and 26,000 cubic yards of sand drainage material. The project was completed within nine months and met the City’s critical “just-in-time” schedule for state certification. As a result, the facility was able to maintain uninterrupted waste collection services for the citizens of Toledo.
