Extensive waste excavation and relocation activities, requiring landfill leachate management, while simultaneously constructing a new landfill cell and tie-in infrastructure. Typical of landfill construction, the project also required the protection of environmental resources, regulatory compliance, and the maintenance of uninterrupted daily waste disposal operations.

Solution

E.S. Wagner utilized a phased construction approach that safely relocated 470,000 cubic yards of waste while maintaining landfill operations and environmental compliance. Through careful sequencing, leachate separation measures, and temporary bypass pumping systems, ESW minimized leachate generation and protected surface and groundwater resources. Simultaneously, the team constructed the new 9.2- acre landfill cell with engineered liner and leachate collection systems and developed permanent access roads to seamlessly integrate the new infrastructure into ongoing landfill operations.

Project Scope

E.S. Wagner Company completed three major contracts for Allied Waste’s County Environmental Landfill in Carey, Ohio, involving the relocation of approximately 400,000 cubic yards of waste and construction of a new 9.2-acre landfill cell. The work included excavation, placement, and grading of waste in accordance with final closure contours, along with installation of more than 52,000 cubic yards of soil and clay cover materials. A critical aspect of the project was the successful management of landfill leachate during excavation operations, preventing commingling with surface water and groundwater and significantly reducing leachate generation costs. Construction of the new landfill cell required placement of 100,000 cubic yards of structural fill, installation of 51,000 cubic yards of recompacted clay liner, and 400,000 square feet of 60-mil HDPE geomembrane liner. The project also included installation of a comprehensive leachate collection system and construction of 6,300 linear feet of permanent access roadway to support ongoing landfill operations.
