## Challenge

Construction and rehabilitation of a seawall designed to protect a monument and plaza honoring a hero of the War of 1812 and a National Parks Service historical site in a constrained island setting popular with tourists. Significant portions of the seawall were to be totally removed and replaced, requiring foundation construction below the lakebed elevation in a wave- exposed environment of the notoriously volatile Lake Erie.

## Solution

A phased construction approach requiring the total coffering of the waters of Lake Erie enabling targeted seawall rehabilitation and extensive total replacement. To control logistics, E.S. Wagner batched ready-mixed concrete on the island under extreme quality control requirements to meet strict performance and esthetic requirements. Integrated design coordinated utility relocations, shoreline stabilization, and enhanced stormwater systems— including pumps, drainage, and flap gates—to improve flood resilience, all while maintaining tourist access to one of the region’s most popular attractions.

## Project Scope

Rehabilitation and replacement of approximately 3,400 linear feet of seawall at Put-in-Bay, including the North (1,900 LF) and South (1,500 LF) Seawalls, to improve coastal resilience and infrastructure performance. The project included demolition and full replacement of the North Seawall center section, elevation increases and structural repairs throughout remaining sections, and a westward extension of the South Seawall along Delaware Avenue. Supporting improvements included relocation of water, electric, and communications utilities; full replacement and addition of pedestrian sidewalks; and comprehensive stormwater upgrades featuring a packaged pump system, new drainage infrastructure, added catch basins, and flap gates for enhanced flood protection. Site grading and restoration were completed to optimize drainage and ensure long-term system functionality.
