## Challenge

Delivering a large, schedule-driven energy infrastructure site under aggressive operational deadlines while overcoming significant geotechnical and constructability concerns.

## Solution

E.S. Wagner leveraged its regional soil expertise to eliminate costly rock blasting and significantly reduce drainage requirements, saving the owner more than $1 million. Through detailed planning, our crews managed extensive earthwork operations, accommodating critical equipment delivery milestones. As the project evolved, ESW expanded its role beyond site development to install all process equipment foundations and secondary containment systems, while providing constructability reviews and conceptual design support while maintaining schedule, quality, and budget expectations.

## Project Scope

The Leesville Cryogenic Processing and Fractionation Facility completed a three-plant system supporting the gathering, processing, and distribution of Utica Shale gas in eastern Ohio. E.S. Wagner’s initial scope included mass excavation, embankment construction, and drainage, executed through multiple simultaneous operations to meet aggressive milestones. Leveraging regional geotechnical expertise, the team eliminated blasting and minimized subsurface drainage needs, saving over $1 million. The scope expanded to include installation of all concrete foundations for processing equipment, compressors, pumps, filters, and loading systems, as well as constructability reviews and conceptual design support. Additional work included installing secondary containment for above-ground storage vessels, delivered on time and under budget. Value engineering efforts, including cement stabilization of subgrade, improved winter work conditions, reduced maintenance impacts, and increased productivity. The project was completed with exemplary safety performance.
