## Challenge

Preparing a complex industrial site while managing continuous design changes, overcoming poor soil conditions, and maintaining an aggressive late-season and wintertime construction schedule without delaying facility startup.

## Solution

E.S. Wagner mitigated schedule risks through a proactive and collaborative approach that drew on vast area experience to offer design change recommendations and value engineering to enhance constructability and the efficiency of delivery. ESW self-performed the entire scope, and immediately developed site grade elevations changes to promote drainage and implemented subgrade stabilization measures to ensure pad durability and performance longevity. ESW coordinated this complex site development which also included highly technical and tolerance- critical foundation construction, concrete paving, and underground utility infrastructure on an aggressive project schedule, successfully delivering a fully prepared site ready for modular plant installation and startup.

## Project Scope

E.S. Wagner Company completed the site development and foundation package for a 35-acre Sodium Methylate production facility in Oregon, Ohio, supporting a modular plant construction program on an accelerated schedule. The site work included approximately 65,000 cubic yards of earthwork, construction of two stormwater detention ponds, installation of erosion control measures, and placement of more than 50,000 tons of aggregate for roads, parking, and operational areas. ESW also coordinated installation of a 130,000-square-yard geomembrane containment liner and constructed more than 13,400 linear feet of underground utilities, including water, fire protection, sanitary sewer, and storm sewer systems. In response to owner-driven design changes, the team successfully converted major paving areas from asphalt to concrete and slip-formed approximately 12,000 square yards of 10-inch-thick pavement. The foundation scope included construction of more than 100 foundations supported by auger-cast piles and placement of over 8,800 cubic yards of concrete for process equipment and structural facilities. When unsuitable subgrade conditions were encountered, ESW rapidly implemented a soil stabilization solution, maintaining project momentum and protecting the aggressive construction schedule.
