## Challenge

Construction of a 5.2-million-gallon combined sewer overflow basin and restoration to a park-like setting on a site that was complicated by extensive undocumented subsurface conditions in a heavily redeveloped urban environment. Delivery of the complex underground infrastructure with minimal disruption to the surrounding area, including an adjacent restaurant district, was mandated.

## Solution

ESW worked collaboratively with the City of Toledo, the project team, and key stakeholders to proactively address unforeseen subsurface conditions and adapt construction activities as challenges emerged. Through careful planning, phased construction, and close coordination, ESW successfully delivered the complex underground storage, utility, roadway, and restoration improvements while minimizing disruptions to businesses, park users, and City operations.

## Project Scope

E.S. Wagner completed the International Park Storage Basin as part of the City of Toledo’s Toledo Waterways Initiative, a program aimed at reducing combined sewer overflows and improving wastewater management. The project’s centerpiece was a 5.2-million-gallon below-grade storage basin within a 6.9-million-gallon storage system that also included a pump station, diversion/screening structures, and large-diameter conveyance pipelines. Construction of the basin required 65,000 cubic yards of excavation, 19,000 cubic yards of concrete, and 2.9 million pounds of reinforcing steel. Additional work included installation of nearly 4,200 linear feet of 84-inch and 108- inch reinforced concrete pipe, watermain improvements, and reconstruction of more than 5,800 linear feet of roadway. The project also incorporated wetland restoration and significant site restoration activities. ESW successfully navigated challenging undocumented subsurface conditions while coordinating closely with project stakeholders to minimize impacts to the community.
