E.S. Wagner served as the prime contractor on this project for the Norfolk Southern Corporation. Originally, the project was bid using only conceptual drawings provided by Carter and Burgess Engineers in December of 1998. E.S. Wagner was awarded the contract in January of 1999. Contract drawings were then prepared and issued for revised pricing in November of 1999. Final contract pricing was then negotiated with Norfolk Southern for a spring 2000 start.
The project consisted of moving the Norfolk Southern mainline off of a city street that ran through the center of Erie, Pennsylvania onto the old Conrail right of way now controlled by CSX. To accomplish this, five existing bridges were brought up to current AREMA standards. Two additional bridges were also constructed. The first was a new three span precast concrete on steel H-pile foundation structure. The second was a new three span steel superstructure on reinforced concrete substructure. In addition, E.S. Wagners work included 100,000 cubic yards of embankment, 25,000 tons of sub-ballast , 20,000 tons of pre-ballast, and over three miles of new track bed was reconstructed. Due to the fast tract of the project, numerous changes were required. Therefore, constant coordination was required with the owner and designers to keep the project on schedule. E.S. Wagner was the right contractor for the project.
