E.S. Wagner Company served as the Prime Contractor on this project for the Norfolk Southern Corporation to build a new automotive mixing center in Fostoria, Ohio. Beginning in January 1997, E.S. Wagner was permitted 300 calendar days to have the facility operational and only another 60 days to complete the entire project. Due to the conditional time frame of the project and to expedite the schedule during the winter months, 52,000 cubic yards of embankment was changed from earth to granular embankment.

E.S. Wagners work on this project consisted of 823,000 cubic yards of excavation, the construction of 533,000 cubic yards of engineered fill, 52,000 cubic yards of granular embankment, 288,000 tons of subbase and subballast, 23,843 square yards of eight inch concrete pavement, 276,600 square yards of asphalt paving, and 14,600 lineal feet of storm and sanitary drainage. E.S. Wagner installed the following materials that were supplied by the owner: 83,500 lineal feet of track, 37 switches and 75,150 tons of ballast.

Despite the time constraints and seasonal conditions, E.S. Wagner was able to complete the entire project one month ahead of schedule. This project also received the Ohio Asphalt Smooth Paving Award for commercial paving for 1997.
