The City of Toledo, Ohio awarded E.S. Wagner Company the contract to construct a new ten acre municipal solid waste landfill cell. In addition to the new cell, the contract included the construction of a three acre separatory liner system to provide the facility with additional air space. The new cell construction required earth excavation of 515,000 cubic yards to depths of +/- 50 feet in poor soil conditions. 53,000 cubic yards of re-compacted clay liner was placed in the excavated cell to accommodate 550,000 square feet of 60 mil HDPE geomembrane that was tied-in to 1,900 linear feet of existing landfill liner system.

The landfill cell leachate collection system included the construction of two collection sumps; 420 linear feet of 24 leachate removal risers; 950 linear feet of 6 leachate collection pipe and 26,000 cubic yards of sand drainage layer.

The over $2.6 million project was completed within nine months and met the City of Toledo's "just in time" construction schedule for state certification thereby allowing the facility to continue its waste stream collection without service interruption to the citizens of Toledo.
